I don't think the rule is really "incomplete". Look at what it says: "...
if it is a K, that SW/Gun is malfunctioned ...."
What does that mean for an X# weapon? To find out, we look at A9.7, which
says: "... if the SW has an X#, the SW has permanently malfunctioned and is
removed ...."
Sure, this information could be repeated in A9.74 for completeness, but I
don't think its absence could really be considered a loophole.
