NRBH, but doesn't A14.2 say that eligible targets must be *enemy* units?  I 
believe that an Unarmed unit that is no longer a Prisoner is *not* an enemy 
unit, but is rather a friendly unit.  E.g., the owner could move those 
Unarmed units into a hex containing a friendly unit, but could not move them 
into a Location containing an enemy unit.

By that reckoning, they should not be considered "enemy" units to the 
target, and are thus not eligible as Sniper targets for the player owning 
both the Sniper and the Unarmed units.

That's my opinion.
