I don't think you understood the VC either. :)

This is scenario HASL A1 - published in an old Annual. The VC state that the
Germans have to have TWENTY printed FP factors in the VC area (or exited on
/ after turn 5) to win - not 30. 

So, you need to get 20 of your 32 MG FP into the VC area. Very do-able. And
ROAR shows 10 Russian and 2 German wins, BTW.
