The AFV can't be in "motion" during it's MPh. The AFV has spent a stop MP
which means it no longer qualifies as "non-stopped" (i.e., it is stopped).
Thus the +2 for motion/non-stopped would not apply.

For vehicles being motion/non-stopped/stopped doesn't matter for stacking
purposes.
