The definition in P8.2 says nothing about being "manned", just "unhooked
non-malfunctioned".

SSR CG12 (P8.4) says A12.34 applies as normal, so Emplaced Guns get HIP for
free.  The 10% limit applies only to non-Reserve Infantry squads (plus
SMC/SW stacked with them).  Thus anything that *isn't* a non-Reserve
Infantry squad (+SMC/SW stacked with them) doesn't count against that limit.
To put it another way: there is no limit to the number of HS, crews, or SMC
*not* stacked with squads that may be HIP.  (You still have to pay the FPP
cost for them, of course, except for the crews of Emplaced Guns.)
