No, it's not unnecessary.  Final Fire is *all* fire that takes place in the
Defensive Fire Phase, whether it's vs. an adjacent unit or not.  The
addition of the "adjacent units" phrase in A7.353 serves to exclude all
Final Fire that is *not* vs. adjacent units.
