Chuck,
The rule doesn't say that you have to be able to advance YOUR unit (in this
case an AFV), nor does it say that an AFV is infantry.
It just says that IF an infantry unit COULD advance from one location to the
other, then (assuming LOS, etc) the locations are ADJACENT.
So in your case, the fact that the AFV can't advance has nothing to do with
this. The locations are ADJACENT because an infantry unit COULD advance
between the locations.
Is that clear? Or do I have to sick the wolves on ya? :)
