[ASLML] Recovery and Rally

It probably (no ASLRBH) means if
one Leader Recovers an SW from a broken
unit, another Leader could also try to Rally 
it later in the RPh.

IOW, having had something recovered *from*
it, doesn't mean the broken unit has 
participated in its one and only allowed
RPh "action".
