It most certainly does *not*. A unit that has *already First Fired* suffers
such restrictions, but other units do not. Don't you know the difference
between First Fire and Final Fire, Jim?

Because units that have not First Fired are *not* restricted to adjacent
targets, and the rule does not wish to include them in its discussion.

I get quite offended when someone blithely ignores what I have previously
stated and then claims that I never stated it.
Once again, Jim: it occurs on that attack.
Here's the breakdown in simple terms, Jim: A7.351 and A7.352 tell you what
the normal limits on firing IFP and SW are. Both of them point to A7.353 as
the EXC for those limits. A7.353 describes under exactly what conditions
those limits may be exceeded.
If you can't follow that logic, then the rest of the ASL rules must be a
complete mystery to you.
