Hard to say.  This is "Generic Arnhem" and it's really hard to figure out
what's being portrayed here.  (I mean, is that one-hex canal supposed to be
the Rhine?  If not, what *is* it supposed to be?  It's running North-South,
so that means it's the Ijessel?  But that was a fair distance to the east of
the built-up part of the town!)  It could be a typo, as you suspect, or it
could be an attempt to represent a flanking reinforcement from a couple of
different directions.  Either would be possible in the "real" Arnhem, I
believe.

(The wording of the VC made me stop and think for a minute, too.  I guess
what it's saying is that the Germans need to *take* the buildings on Turn 4,
and then *keep* them to win.)
