Oh, *I* see what your problem is!

The text of A7.353 says (in part): "... Subsequent First Fire (8.3), FPF
(8.31), and Final Fire (8.4) vs adjacent units ...".

Note the position of those commas, Jim.  The "vs adjacent units" phrase is
*only* applying to the Final Fire comment, but I think that *you're* reading
it as applying to the whole section.  In other words, you're reading it as:

- Subsequent First Fire vs adjacent units
- FPF vs adjacent units
- Final Fire vs adjacent units

when it should actually be read as:

- Subsequent First Fire
- FPF
- Final Fire vs adjacent units

See the difference?  Once you correct your erroneous interpretation of how
the sentence is read, I think you'll find that it's all perfectly
consistent.
